Is it violating terms of service to put an affiliate link on the video description of a video? I am not asking if its moral ect, just if it is allowed by youtube policy? I have seen people put links to shops on their description but never affiliate links.

No, it’s not a violation to YouTube’s terms of use.
You’re just giving credit to where it’s due (if that’s what you’re trying to do by putting the affiliate’s link in the description box).
YouTube’s main concern right now is the copyright violations of videos uploaded there. And videos that contain adult contents like upskirt or things like that because I saw one and flagged the video. I saw the video stills on the “Videos being watched right now” link, not because I searched it up… LoL! It was removed in a matter of minutes.
